Overview
This guide is the leveling companion to Fubgun’s endgame Ice Shot Deadeye build, walking a Ranger from level one through Act 3, the Cruel acts, and the Interlude until you step into your first maps. Because Ice Shot doesn’t unlock until level 31, the early campaign actually plays as a Lightning Arrow + Lightning Rod build with a Snipe swap layered in at level 24 once your damage gems mature. From map entry onward you transition into Fubgun’s full Ice Shot Deadeye endgame guide.
The core idea is to lean on flat damage to attacks at every gear slot, follow a tightly scripted bow upgrade ladder, and freeze bosses on demand with Freezing Mark plus Freezing Salvo so each Snipe lands as a near one-shot. The build is slightly weaker in 0.5 (Snipe lost roughly 18% damage and freeze buildup is down around 25% from earlier patches), but the leveling cadence is unchanged: the boss order, weapon-swap setup, and skill rotations all still carry you cleanly through the campaign.
Pros & Cons
Pros
- Smooth, predictable scaling from level 1 because flat-damage-to-attacks rolls are everywhere in act drops and vendor stock
- Lightning Arrow / Lightning Rod is one of the easiest opening rotations in PoE2 and barely changes when you swap to Snipe + Ice Shot
- Freeze-on-demand boss kills via Freezing Mark + Freezing Salvo + perfect Snipe means most campaign bosses fold to a single combo
- Recommended boss order (Devourer, Cold Witch, Hag Witch, Rust King) hands you a support gem, resistances, and a tempo buff before serious fights
- Tons of mobility once Pounce (bear-form talisman) comes online, with no skill points spent on the movement skill
Cons
- You play a placeholder Lightning Arrow / Lightning Rod rotation until level 31, which can feel like a different build than what you signed up for
- Snipe’s hold-and-release timing takes a few minutes of hideout practice before it feels comfortable on bosses
- Weapon swap setup at level 31 requires careful weapon-set-point assignment and lock-to-both on bow and quiver; easy to misconfigure on a first run
- The bow upgrade ladder (Short Bow > Warden > Recurve > Cultist/Dual String > Artillery) demands you spend currency at the right item levels (ilvl 16, 33, 46) or you lose a tier of affixes

Key Skills
- Lightning Arrow / Lightning Rod — opening rotation from level 1 to level 24; place up to four rods, frost-bomb the target, then spam Lightning Arrow to chain-trigger every rod
- Snipe — swapped in at level 24 as your main single-target skill; hold to charge, release when the character lights up, and slot Conc Effect + Window of Opportunity + Ele Damage Inc into the 4-link from the Act 2 league mechanic in Barya Shrine
- Ice Shot — unlocks at level 31 and replaces Lightning Arrow as your primary clear; also lets you freeze without Freezing Salvo once it’s online
- Freezing Salvo + Freezing Mark — the freeze setup; pre-cast Freezing Mark on a boss, stack Ice-Tipped Arrows hits, then drop Freezing Salvo so Snipe lands on a frozen target
- Frost Bomb — early exposure tool (negative 25% cold resist) that you keep until enemies pass level 25, then drop
- Pounce — optional bear-form movement skill; needs only a basic talisman in the swap slot set to bear form and a level-3 skill gem
Gear & Anointments
Flat damage to attacks is the single most important stat on every slot it can roll on. Fubgun says the gap between a fully flat-damage-rolled act-one character and one without it is literally double damage. Prioritize flat phys (or flat ele) on rings, gloves, quiver, and weapon. Boots always want movement speed, and the rest of your armor fills with life, resists, and the attributes your gems demand (roughly four or five strength, three or four intelligence).
The bow upgrade ladder:
- Short Bow (level 5, Red Veil) — guaranteed white-base drop from the refined arms piles; reset the checkpoint to respawn them. Transmute + Augment for flat damage and run it to level 11.
- Warden Bow (level 11) — magic only, transmute for any percent phys or flat ele prefix. Do NOT spend whetstones, alchemy orbs, or artificer orbs here — save them for level 16.
- Recurve Bow (level 16, Act 2) — first full investment. Check the vendor (and Ruh’s gambling stock once unlocked) for a high-roll percent physical base, regal, triple-exalt or alch-and-double-exalt, then sink your two artificer orbs (sockets), 20 quality, and two runes (lesser glacial or lesser storm). Lasts until level 33.
- Cultist Bow / Dual String Bow (level 33) — wait for ilvl 33 specifically to unlock the next tier of affix rolls. Full craft again: percent phys base, triple exalt, 20 quality, two artificer orbs, two runes. Even though Cultist Bow is a chaos-damage base, you’re buying it for the high flat phys tier.
- Artillery Bow (level 46, Act 4) — wait for ilvl 46 (not 45) for the affix tier breakpoint. Last bow you craft; it carries you into mapping until a true GG endgame bow drops.
At level 31 you lock both weapon sets (right-click the bow and quiver to lock to all sets) and assign your first 10 weapon-set points after killing the monkey boss in the Jungle Ruins. All 10 go into weapon set 2 around the mark cluster: more mark effect, more cast speed for marks, more skill effect duration, less damage taken by marked enemies, and the multi-uses-mark node. Every damage node on the tree stays on weapon set 1. Skill assignments: Ice Shot and Snipe on set 1, Freezing Mark on set 2, all auras and Herald of Ice on both.
Endgame Notes
This guide deliberately stops at Interlude / map entry.
