Overview

Permafrost Bolts freeze packs almost on contact, and this Witchhunter turns that freeze into the entire clear engine. Herald of Ice and Zealous Inquisition convert each shatter into a chain of explosions, so a pack that freezes is a pack that disappears — no ammo juggling, no reload dance in the middle of a fight.

Patch 0.5 trimmed the build’s spirit budget and stopped Eternal Rage working identically across both weapon sets, but the core survived intact. The new amulet base covers most of the spirit shortfall, and the damage ceiling is unchanged. Weapon-set tech is what makes it feel modern: Permafrost Bolts and Fragmentation Rounds sit on separate sets with separate tree investment, so swapping reads as two buttons on one weapon rather than a clunky reload cycle.

It is also a legitimate starter. Acts 1 and 2 feel slow while projectile speed is low — Permafrost behaves like a cold shotgun at close range until it is invested in — but once reload speed, projectile speed and Herald of Ice come online the build changes character completely.

Pros & Cons

Pros

  • Freeze plus Herald of Ice plus Zealous Inquisition produces full-screen shatter chains
  • Genuine league-start viability that scales the whole way into endgame
  • Fragmentation Rounds give real boss burst, not just mapping comfort
  • Shard Scavenger lets Fragmentation Rounds refund ammo, enabling a refreeze-detonate loop for about six seconds
  • Ricochet makes indoor maps and hallways especially strong as bolts bounce and overlap

Cons

  • Acts 1 and 2 are noticeably slow before projectile speed investment
  • Sorcery Ward, the main defensive layer, only comes online once evasion is substantial
  • Heavy spirit demands — Herald of Ice, Shard Scavenger, Wind Dancer, Berserk and Eternal Rage all compete
  • Requires managing two weapon sets and two tree paths rather than one

Key Skills

  • Permafrost Bolts — main clear skill, freezes packs; linked with Elemental Armament II, Ice Bite II, Projectile Acceleration III, Reckless Attack Speed II and Ricochet II
  • Fragmentation Round — consumes the freeze for the big burst; Elemental Focus, Concentrated Area, Elemental Armament III, Rage Forge II, Close Combat II
  • Herald of Ice — the clear engine; Elemental Focus, Elemental Armament II, Magnified Area II, Cold Attunement, Execute II
  • Thunderstorm — added later purely for extra boss setup
  • Sorcery Ward — the defensive layer, scaling off evasion as a second health pool

Gear & Anointments

The crossbow matters most. A Gemini Crossbow loads an additional bolt and makes Permafrost feel dramatically smoother, and one good Gemini can carry the whole build; a crafted Desolate Crossbow is the eventual min-max option for Fragmentation Rounds thanks to higher base damage. Use a physical base either way, since both skills convert physical to cold — look for increased and flat physical damage, added cold or physical-as-cold, plus levels to projectile skills, attack speed and onslaught on kill.

The amulet wants +3 projectile skills and spirit; the new Eternal Rage base is strong in this meta. Constricting Command is the best helmet for damage, with Heatshiver and Ancient Warlord as alternatives. Body armour should move toward evasion to feed Sorcery Ward. A Heart of the Veil jewel with large gain-as-cold is the standout jewel.

For ascendancy, Piercing Killer comes first, then Zealous Inquisition as the clear-defining node. If you want to prioritise bosses instead, the creator suggests respeccing out of Zealous Inquisition and Piercing Killer into Witch’s Bane and No Mercy.

Endgame Notes

Later tree investment goes into cold damage, immobilisation and freeze buildup, mark effect and projectile nodes — deep freeze especially, since the entire build is gated on freezing quickly. Running Rakiata’s Flow lets you skip some penetration investment; without it, penetration and resistance-solving become considerably more important.
